Set aside.<\/li><li>Melt butter in saucepan over medium heat.<\/li><li>Add flour, salt, and pepper. Cook, stirring constantly with whisk, until smooth, brown, bubbly, and fragrant.<\/li><li>Slowly add milk*, while continuing to stir with whisk.<\/li><li>Cook, stirring constantly, until mixture begins to boil. Continue cooking and stirring for 2-4 minutes, or until thickened.<\/li><li>Turn off heat.<\/li><li>Stir beef strips into gravy using spoon.<\/li><li>Serve over toast or bread.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Notes<\/h2>\n\n\n\n<p>*Warming the milk in the microwave on medium power setting will reduce cook time on stove.
